City Plan Commission Advances Preston-Royal Zoning Request Despite Strong Neighborhood Opposition

(Aug. 8, 2026) — After more than three hours of testimony and debate last Thursday, the Dallas City Plan Commission voted 10-4 to move the zoning change requested for the southwest corner of Preston Road and Royal Lane to a city council hearing (date not yet announced).

The hearing made clear that opposition (including 4,500 petition signers) from nearby residents remains strong. At least three-quarters of those attending were supporters of Preserve Preston Hollow and opposed to the requested zoning change and, particularly, the proposed height.

While 15 people spoke in support of the developer’s request, approximately 40 residents gave testimony, asking the Commission to deny it. Many wore Preserve Preston Hollow shirts and came prepared to explain why they believe the proposed towers are simply too tall for this location.

The zoning request now moves to the Dallas City Council, where the next phase of this effort will begin. Preserve Preston Hollow will continue working to make sure Council members understand the concerns of surrounding residents and the strength of the community’s opposition.
